Public Notice is hereby given that the Council of the Rural Municipality (RM) of McKillop No. 220 intends to consider adoption of a bylaw under The Planning and Development Act, 2007; a proposed amendment to  Bylaw No. 376/2019, known as the Zoning Bylaw (ZB).  

A previous notice for the subject amendment was posted on April 27, 2026, and May 4, 2026. As a result of  discussion of Council, revisions to the draft amendment were made and new notice is being issued for the revised amendment. 

INTENT: The proposed amendment would: replace the definition of Intermodal Shipping Container (container(s)); introduce containers as a permanent permitted use in both Agricultural Resource Districts and both Commercial Districts; introduce containers as a discretionary accessory use in all other zoning districts; explicitly indicate that approval and permitting is required for containers; introduce a new section of general provision for the regulation and evaluation of containers applicable to the entire ZB; add a supplementary provision to zoning districts providing cross-reference to the new general provisions; and delete an explicit prohibition of permanent containers in the LS1 and LS2 Lakeshore zoning districts. 

AFFECTED LAND: all lands within the RM will be affected.  

REASON: Council is considering the proposed amendment to be able to allow containers as a permanent  accessory use as a right (permitted use) in the identified Agricultural Resource and Commercial Districts,  and on a discretionary basis for the balance of the zoning districts in the ZB. In allowing the use, Council is seeking to provide regulation and an evaluative process for which containers would be considered under the  ZB suitable to the contexts in which they may be located. 

PUBLIC INSPECTION: Any person may inspect the proposed bylaw at the RM of McKillop No. 220 office during regular office hours, excluding statutory holidays. Draft copy of the proposed bylaw is also  available from the RM office; hard copies at cost. The RM office is located at 103 Ashley Street, Bulyea, SK  (S0G 0L0; PO Box 220).  

PUBLIC HEARING: Council will hold a public hearing in council chambers on July 7, 2026, beginning at  10:15 AM, to hear any person or group that wants to comment on the proposed bylaws. The deadline for receipt of written comments and requests for representation at the meeting must be received by the RM  office by July 3, 2026.
