RM of McKillop No. 220 Public Notice –Official Community Plan and Zoning Bylaw Amendments 

Public Notice is hereby given that the Council of the Rural Municipality (RM) of McKillop No. 220 intends to consider adoption of two bylaws under The Planning and Development Act, 2007; a proposed amendment to  Bylaw No. 375/2019, known as The Official Community Plan (OCP), and a proposed amendment to Bylaw  No. 376/2019, known as the Zoning Bylaw (ZB).  

INTENT: The proposed OCP amendment (No. 462-2026) would: introduce policy indicating that mobile homes would be a permitted use in the LS3 – LAKESHORE SMALL RESIDENTIAL DEVELOPMENT 3 DISTRICT;  introduce a lakeshore development policy to discourage spot-zoning of lands; and, replace an existing lakeshore development policy with respect to consideration of rezoning of land in areas with hazards related to flooding or slope instability. 

The proposed ZB amendment (No. 465-2026) would introduce the LS3 zoning district within the ZB. Uses for the LS3 District would be prescribed with regulation, development standards, and evaluation criteria as require for the District. NO LANDS ARE PROPOSED FOR REZONING TO THIS NEW LS3 DISTRICT AT THIS  TIME. The definition of floor area would be replaced, and definitions for move-in residential buildings and site  coverage would be added for clarity and bylaw interpretation. Minor alterations to the definition of incidental accommodation and modular home would also be made. The use listing of “park model recreational unit” in  12.2 of the H – HAMLET DISTRICT (UHL’S BAY) would be renamed as “park model trailer unit” for naming consistency with the defined term. The maximum building height regulation for park model trailer units in  14.2 of the LS2 – LAKESHORE SMALL LOT RESIDENTIAL 2 DISTRICT would be increased from 3.4 m to 6 m. 

AFFECTED LAND: Lands subject to the Lakeshore Residential policies (generally speaking, developed  residential communities along Last Mountain Lake in the RM), and mobile home policies would be affected  by the proposed OCP amendments. Proposed definitions as identified above may impact all lands within the  RM where such matters are regulated, and the H and LS2 Districts would be affected as described above. The introduction of the LS3 District would not affect any lands at this time. 

REASON: The proposed OCP amendment is being sought to clarify policy with respect to development and rezoning policy in lakeshore development areas, and make necessary modifications to content to introduce policy consistent with the proposed new LS3 District.  

Council is considering the creation of a new lakeshore zoning district (LS3) to specifically provide for smaller  lots and smaller footprint residential developments not currently accommodated in its existing lakeshore  districts. Creating a district specifically for this purpose is being considered to accommodate demand for said  forms of development rather than altering regulations for existing districts. Definitions would be added,  replaced, or altered for clarity, or are required to properly define terms within the proposed new LS3 District.  Other minor textual alterations are be considered for consistent terminology, clarity in interpretation, and for practical purposes. 

PUBLIC INSPECTION: Any person may inspect the bylaws at the RM of McKillop No. 220 office during regular office hours, excluding statutory holidays. PUBLIC HEARING: Council will hold a public hearing in council chambers on May 19, 2026, beginning at  10:15 AM, to hear any person or group that wants to comment on the proposed bylaws.
